Cloud services usually separate visibility, customer recovery, and backend deletion.

The phrase deleted forever usually means the user cannot restore the item through the service. It does not always mean every server copy is physically overwritten that instant.

Dropbox provides a useful example of this distinction. Its current policy says files leave the user’s recovery window first, then are deleted within 90 days in the normal course of operations, with possible additional time for large deletion requests. It also notes that permanent deletion may sometimes be delayed for security.

Deleting a Shortcut Instead of the File

A desktop shortcut, cloud shortcut, or library entry may only point to the real file. Removing it does not erase the target.
